The USF Bicycle Club: Helmet and Bicycle Light Distribution Program

The University of South Florida ’s Bicycle Club (www.ctr.usf.edu/bikes) has recently launched a helmet and light distribution program with the cooperation of the USF Police Department, and three area bicycle shops, the University Bicycle Center , Temple Terrace Schwinn, and Joe Haskin’s Bicycle Shop.  The goal of the project is to distribute bicycle lights and helmet vouchers to USF students, faculty and staff who bicycle to and from or around campus.

The program entails the purchase and distribution of 150 sets of bicycle lights, both front and rear light with batteries.  The lights will be distributed primarily by USF police officers to any USF student, faculty, or staff seen riding without lights after dark.  In the State of Florida , bicyclists are required to have front and rear lights when riding between dusk and dawn.   When an officer stops a USF student, staff person or faculty member riding without lights at night, they will issue a warning citation.  The person can then take their copy of the warning citation to the USF Police Department offices to receive their free set of bicycle lights.

In regard to bicycle helmet distribution, $50 vouchers will be distributed by University Police officers to students, faculty, or staff who register their bicycles in the Bicycle Anti-Theft (BAT) program or are stopped for a bicycle traffic violation. Recipients can then redeem the voucher at one of the three participating bicycle stores.  The voucher will be worth up to $50 towards the purchase of a helmet.  The reason behind this approach is that club members believe that a bicyclist will be more likely to wear a helmet that they pick out themselves rather than one that is given to them.  The approach also allows a bicyclist to purchase higher cost helmets.  For example, a recipient could purchase a $75 helmet for just $25 with the $50 voucher.  The Club plans to issue 150 vouchers for the first phase of the project.
